Works for me, it is nearly 11 meg though so may take some time depending on the speed of your connection.

Mind you as le snail says it is a big file and it does take time to download.

It's a pdf file, which might be your problem - IE will try and open it rather than download it, unless you right click and choose to save the linked file. IE will open it eventually, but will take forever.
