Not sure what you mean by a 1" stainless shaft collar. What is the application?

Thanks everyone,especially colhell. Collar is used to retain bearing on shaft with a grub screw to tighten collar onto shaft.
Colhell if you are serious then thanks, don't know how to do sketches on computers but a desc. OD whatever stock you have around 2" ID 1" ( to fit 1" shaft). Thickness about 13 mm 2 tapped holes to take 8 mm grub screw probably 180 degs apart. material Stainless steel Loading on this will be minimal it is to support very light weight but need to be able to alter position hence grub screws rather than spot weld.

Was inspired by 2copplane's top down furler project so decided to have a go. Using his Ronstan idea , the collar will be welded to the stainlesss plate at the bottom that supports the cage that retains the furling line around the furling sheave. Am using 4" soil pipe for furling cage. The grub screws are to allow me to rotate assembly around Ronstan barrel bearing to line up continuous furling line to blocks on stanchions.
When I assemble everything and if it works plan on writing it on a post with credit to all the very clever ideas people have given me.

In my day it was standard to have only one grub screw, usually when the correct (final) position was found for the collar the shaft was "dimpled" so there would no lateral moment when in service.
If you are having it made by somebody who is not used to this type of application make sure it is not drilled 1" as this will leave it quite loose on a standard 1" shaft. Check the shaft with a micrometer if you can, usually 1" shaft will be in fact about .996" or so. Have it bored or reamed to about .001" to .005" bigger than the actual shaft size.
