If you connect a hose to the water tube you should get good flow from the tell tale. If not maybe the telltale is blocked. Try probing with a wire. If still no joy you will have to investigate

Check power is being applied when key is in heat position...........
If power is being applied test the heater plugs.... they have a low resistance
I always tested in diesel cars, when I had such with my 12 volt test lamp. Battery +ve to each glow plug in turn . Lamp should light if plug OK...
Oxalic acid crystals are readily available eg from AG Woodcare or various ebay sources.
Use a near saturated solution ( 5% will not be very effective). Does not work well at low ambient temperatures though.

Y10 is the well known product for removing waterline stains. It contains oxalic acid.
A solution of oxalic acid, thickened with wallpaper paste if necessary, can be used on the decks or elsewhere.

It certainly wont be charging the battery at 12.5 volts. You are just seeing battery volts, it's not generating Id expect 14 to 14.4 volts.
Check the wiring against the schematic in the owners manual in particular the blue/black wire on the L terminal which is the warning light connection...
