Unfortunately, you hastily antifouled the boat, would have been better , after sanding, & opening the blisters,to let the boat stay out of the water, for a few months, treat the blisters, paint with something like Gel Shield 2000 then antifoul and off you go !

Ha, not just that ! The marinas are obligated to snitch to the councils, so you get hammered w council tax too ! Unless.....you have a quiet " Non Residential " mooring.
Most paint suppliers, have a barrier coating. Clean the hull, remove loose bits, let dry.
Paint over the intact antifouling, with the barrier coat.
Once that is dry, you can use whatever you want !
Dont sand old antifouling, its nasty & bad for you & the environment .
Much easier to just paint...
Ok, so the engine, is from the 70s, does your engine, have liners ? When were they last checked ?
What about worn pistons & rings ? Any of those, will waste fuel !
Also, is your exhaust, out of the stern, or side ?
Normally side mounted exhausts, do not give fumes, as they are blown away...
Why not buy a motor boat ! If he has allready had a canalboat, then something like a 35 - 37 ft motorboat, would make life easy ! and cost a lot less , in overall maintenance ? Having sailed across the atlantic & back, since 1991, with all the rigging & sails and ropes etc ! Retiring to a 37 ft...

You could turn the pump off , dry the hole and plug, with epoxy putty. However that probably wont stop your pump from running, as the rubber interior, that expands & retains pressure, has obviously ruptured.
