Yes. It's incorrectly installed if that is cold feed to calorifier and would not allow water into it unless opened as stated by OP

No. You don't need one on the hot water pipe out of the tank as that would only allow over pressure water into the hot water...

The usual practice for the expansion valve is to have a discharge pipe into the bilge or overboard.It doesn't need to be at top of tank
