Heat the flange with a hotair gun after you brought the puller under tension , then bash the flange with a hammer as Richard said , turn the shaft 90° and hit the flange again , it simply has to give.

There is indeed , with a self sealing nut.
Be sure to replace/renew it after you took the shaft out.
Wouldn't be the first time the nut comes off due to vibrations .
If that happens you could be lucky if the rudder prevent the shaft and prop from taking a dive.
But if it happens whilst going in...

Mac , all I know is that when I set mine , the flap version , the rolling stops instantaneously .
I use the (un)happy smile on my wife's face as the ultimate criterion.
