Maybe there is an air leak in the fuel system and the time to start is the time it takes for the fuel pump to recharge the lines.
Before starting try pumping the fuel pump by hand (might require lots of pumps) and then see if its easier to start.
I believe this situation might be similar to my own. I would recommend removing the seaweed from under the buoy, I believe it might be this growth that is causing the buoy to rotate. I tend to use a plastic scraper to remove the seaweed.

Caveats: It works by you configuring the unit with the amount of Amp/hrs in your system. You manually tell the unit when 100% is reached. It subtracts Amp/hr total as current flows out.
