I used OB1 to do the same job and can affirm its stuck on solid. Used a toothed spreader.

Three dashes usually indicates programming mode on the Balmar MC-612, accessed by using a magnet. Check the manual for your exact model...

The OP states he has a Balmar 612 regulator, this is an external regulator that costs in excess of £400 !
