I'm pleased to say I've solved the mystery. I think an encrustation of salt was the reason the valve would not open, despite the considerable pressure generated by my car pump. Hot water and a long stiff brush helped clear this, and I was then able to operate the valve using a blunt wooden...
I have a step fender from an unknown manufacturer, nothing embossed on it anywhere, and it needs a little inflation. The fender and valve pics are shown below.
Does anyone recognise the valve configuration, and can you advise what kind of inflator adaptor is needed?
