I'm pleased to say I've solved the mystery. I think an encrustation of salt was the reason the valve would not open, despite the considerable pressure generated by my car pump. Hot water and a long stiff brush helped clear this, and I was then able to operate the valve using a blunt wooden...

I have a step fender from an unknown manufacturer, nothing embossed on it anywhere, and it needs a little inflation. The fender and valve pics are shown below. Does anyone recognise the valve configuration, and can you advise what kind of inflator adaptor is needed? Elsewhere in this Forum...
