What 'paperwork' exactly?
Read post #17 (and Pete's original post). Nowhere did he say professional qualifications were needed to do deliveries, although he says all his skippers do. Presumably he sees this as a selling point for his business.

I have no idea what qualifications, but I guess they are those that satisfy the French and UK authorities that they are classified as professional seafarers for the purposes of the current quarantine regulations. Nothing to do with skippering the boat.

That was exactly what Pete was saying, not what you think he said.

I did it myself last march when the first lockdown was just starting. I was taking my new to me boat from Lymington to Boulogne sur mer where I own a property, the boat had a marina berth waiting and I was resident - quite a major hassle from the French... Very polite but put me through the wringer on my entering French waters m- this is the 2nd half of that story video
