Using Wooden Dowels?

Apology not boaty but certainly woody and I feel this is where the expertise is on this.
I am inserting new sections in three softwood 5 bar gates having cut out rotten wood. I am using a mixture of lap joints and scarf joints and Titebond for the glue and pinning the joints with 8mm beech wood dowels when the joint has set. I try and not get too much glue down the holes so as to not get a "hydraulic lock" at the bottom of the hole but is there any particular correct way of applying the glue before bunging in the dowel?

I’ve always just put some around the dowel with a bit on its bottom. If you have ribbed dowels it just tracks up the sides as you hammer them in
