Small engines like these have diaphragm carburettors. A connection to the crankcase causes the diaphragm to flutter and there are rubber valves, part of the diaphragm, which prevent fuel returning to the tank. The diaphragm works as a pump so the engine continues to work irrespective of the position of the engine. Gravity isn't available as the tank is frequently below the carburettor.

An intake air leak or dirt in the valve can cause the problem.

You'll notice that the wheels shown when he is emptying the bucket are not the same as those when he is whizzing around. That's because in all the moving shots the bucket is sitting on an electric skateboard. Sorry.

Although Myth Busters did this and they got the "blowing on a sail from withing the boat"to (unexpectedly) propel a sailing boat. Obvs it wasn't creating the drive in the usual 'wind over sail' way we know and love, but it moved the boat forward.
