Long pick-up lines

Just had a near miss whilst entering harbour. Most of the pot markers have small pick-up buoys attached to them, and with short lines. I've tended to pass fairly close because of this. A few days ago I passed about a boat length from a marker, and suddenly saw the tiny pick-up buoy on the other side of the hull!! The line must have been 10-15m long. We went right over it. One of the benefits of a long keel and full length rudder is that there's nothing really for the line to snag on, and even the prop is protected in its cut-out...so we didn't foul. Most boats would however have tangled in this line. I was tempted to go back and cut this pick-up line, but didn't. Should I report it...to whom and how, when it has no markings??
