The lay by is to be fenced off to stop pop up punters using it so saving it for transiting boats. The licensing authority has been informed about last year's breaches of the four licensing objectives and has passed on boaters' concerns to the Police .
Now we wait to see how the pop up is managed this year.
I wonder how boaters will access the lock when unmanned if it's fenced off in a way that's going to discourage the bar punters from the layby. I'm sure it's all been carefully thought through in order to assist lock passage.?
It's doable but I wonder if there is an access across the top gates for the moorings on the top of the island from the car park and how they will sort that out. It might even be part of a public right of way in the event of the bottom gates being broken and staying open as could happen with a broken collar or hydraulics failure.
I wonder if the EA actually have to leave the access across the top gates available back to the footpath or if it can be closed off fully and opened IF needed.
It seems likely to be a porous fence but at least it's better than nothing.
Lets hope that the Operators have also learned from experience and are more willing to be proactive in keeping customers away from the lock and lock lay-by.
