Keel sealant question

Attached is a picture of the join where the bilge keel of my 1984 Moody 27 joins the hull. You can see that there are gaps where previous layers of something have now left gaps that need to be filled. Any suggestions on what product to use to fill the gaps ? Thanks in advance for your help.

Clear / clean it right back and then, assuming nothing scary is found, use a hull keel fairing compound.
