French racing handicap

I've been asked to sort a racing handicap for a club boat.

The Notice of Race states: There will be ranking by race and or by stage for each category of races. This ranking will be done in time offset, (time on time system according to H105 guide HN 2020

Does anyone know where one applies for a rating based on H105 guide HN 2020

Maybe too late with a reply, but will do it anyway in case anyone else needs how to do it.
The HN/Osiris system is a very simple handicap for 'habitables'. Basically boats which you can sleep on. If your boat is standard - ie no mods from the factory spec then getting a handicap is very simple, no measuring is required and the details are all done on trust. The manufactuers max sail sizes are used, and even if you have smaller sails the max size is used in the rating. ( this is in the process of changing but most french boats still use the current system).
Download this form and send it along with the fee to the issuerer nearest to you.
You will get an email with a link to your certificate which, provided you do not change anything, is valid for 5years.
If you want to know what numbers to enter for your boat, the list here shows all certificates and you can search for your model and download a similar certifcate.
In our races in the Gulf of St Tropez, most of the local amateur boats race under this system. The more professional/visitor boats tend to race under IRC.
