Compliance covers checking for registrations, collecting mooring fees, checking overstays and checking for accommodations (licensing of piles and jetties - except in off-line marinas as they don’t pay).
Enforcement is following up on miscreants and occasionally all the way to court.
Compliance is directly funded from boat registration fees.
Enforcement is paid for centrally - which sounds good - but 40 per cent of boat registration fees are top-sliced to fund EA central costs - such as enforcement - so we still pay for it!
I note that crown exemption is due to be removed, and all such vessels will be expected to pay full fees.
All the River Thames Cadet Forces currently, quite rightly, do not pay fees. If you are in contact with any cadet force leaders I would recommend that you bring this to their attention, and get them to object in some manner.
And the government say they want to support youth activity...........
