If you're a UK national resident in an EU country, after six months you must convert your British driving licence to a local one (done in a few days in Italy, online) and import your car if it has British plates (not worth doing). If you have an Italian licence you cannot drive a car with foreign plates (in Italy). This was done to stop a scam whereby people were buying top-end cars in Romania or Bulgaria and driving them in Italy with no tax and probably no insurance (don't see them around any more :D ). This is a problem for such as us as live on the border, as we might drive our Slovene girlfriend's car or our Slovene employer's car; now not possible although if you're stopped and clearly kosher, the police aren't going to pursue the matter.
As for non-residents under the radar, I suspect the police will be looking at all British cars that seem to lurk for long periods of time outside nice Tuscan villas...
