Not been for twenty years but I doubt that the anchorage has changed. We anchored there often, good holding and good wind shelter NE to W, not bad in even SWerly, but by then it tended to get uncomfortably rolly. If there's heavyweather about the swell/roll can be an issue for a day or so before and a couple after too

Yes you can anchor, typically to the east side where there are no moorings and close to the shore. We were there a couple of weeks ago, northerly wind.

Yes, inshore to the E of the moorings. OK in N through to SW. Go well in. About 1/2 knt tide so you can be tide rode. Powerboats and jetskis galore but quietens as dusk falls. Or ask if there is a spare mooring.
if its too rolly, try the the other side of the next headland, off Llanbedrog. Spent many nights there in preference to Abersoch. That too gets a lot quieter when the jetski lot go home
