It would appear anyone arriving by boat needs to comply - DeclarofEntry_EN.pdf (sef.pt)
It states you don't need this if you check into a hotel. I wonder if the marina, which also gathers this information, is similar?

Marinas and boat yards have to submit visitors details but I don't know to which department.
Until it’s recent demise, visitors details were collected by the marinas/boatyards and provided to SEF on demand.
Following the demise of SEF, I assume the same arrangement exists with SEA.

The form that this thread is about is for your personal entry into the country. It has nothing to do with any assets you might have in the country if you are not there yourself.
