The actual quote isn't as alarmist as yours...
Below is the direct cut and paste from the Kent Online website...

"Specifically they note the chance to redevelop, subject to the necessary consents, the 33,026 sq ft (3,068 sq m) Waterfront Leisure Centre, which includes a swimming pool, squash and badminton courts, games room, gym and bar/restaurant, and has been closed permanently since February."

Wow what a large facility ready for further housing development; for those that are not aware there has been large scale Housing development on sites adjacent to this Marina; for a long while the actual Chandlery was a Car Showrooms ;
The original Family who owned and ran Gillinham Marina also had a Housing Development arm to their business affairs; Building smaller developments in the area

Was sleeping over one night in my berth, when was awoken by a loud sharp noise, quite loud as I had the Hatch partly open, crikey sounded like a Gun Shot i thought; watched and listened but heard or saw nowt; a few weeks later a body was found floating in the Gillngham Pier Dock; later it transpired that some Gillingham Drugs Fellas had a falling out, resulting in one shooting the other point blank range whilst other was Angling in the dock

Year well, North East Kent i hasten to add, that middle , western and south kent are very different persons indeed; they have a far more rural element to them; Medway Towns is as I understand, really a suberb of East London; started as the Woolwich docks gradually moved , 'lock stock and barrel' west /down along the river thames ; reestablishing itself to accomodate the ever growing need to build bigger ships, finally comming to rest at Gillingham with the building of Chatam Docks, in Gillingham
From living there for most of my life, moving from London, the similarity of Medway towns to East London did not seem so different to me; so gangland and turf wars, the Brixton Riots etc, Medway Towns was sorta normal to me.

Do hope that the Gillinham Pier Docks can be retained

Could be a very different feel to that stretch of the Medway, with Gillingham Docks (which is adjacent to the marina) slated for closure and residential redevelopment from 2025. Gillingham Dock Closure

Genius. Close a viable business rather than support it costing 800 long term skilled jobs. Build houses for people in an area that will then have less jobs on the only land available for businesses and industry to create jobs, spin it to claim it is creating jobs which if true is only in the short term while its built. Typical retarded planners.

Can see the dock from me front window , have worked in there and sold them stuff in the past.
Its as dead as Dodo...............800 skilled jobs ? Where ?
The locals were up in arms when the only cargos Peel could get was a pile of what smelt like human sewage plus the constant noise of scrap being moved around.
The expense of going through the lock was also a killer and at some point that ancient lock is going to need refurbing.
Memories they had to have a tug in attendance. ?
Talking millions just for the odd scrap or poo ship a month.
All the timber goes up to Phoenix and Crown.
GPS moved out years ago, they moved over to the other side of the river at Upnor.
The doommongers were laughing in disbelief when MDL took over part of the old Dockyard for a Marina, they must be nuts, will go bankrupt, who wants to keep posh boat on the Medway, as for the houses....Its all built on deadly nuclear waste, they will never sell.
Try buying a house over looking the marina, you will need very deep pockets indeed.
The noisy smelly industry has all moved to Medway City Estate plenty of space on reclaimed land that has been waiting to be developed. for years and with direct links to motorways and very little housing to annoy nearbye.
Anything that Chatham could offer can be done cheaper at Sheerness.
Guarantee that every single NIMBY has a front door key in THEIR pocket or purse. :)

Once closed there are no alternative options to develop port facilities because every yard of non developed coastline all round the South East has been designated a SSSI. All this at at time when wind farms are being built ... for the greenies.. and creating the very pressing need for servicing facilities for all the windfarm boats.

The increase in port facilities in the region (ie loading and unloading) have been quite considerable over the last couple of decades, and without the restrictive lock or restrictive depth. No doubt the container has also changed demand, perhaps also the increase in size in ships. Without the Navy there is seems to have been a slow and seemingly inevitable decline.

As for wind farms...for the greenies - firstly the Medway is not particularly local for wind farms in the SE, and secondly, windfarms are for all of us.

Supply and demand.

Presumably it has been a dock for so long because its a geographically ideal spot for one. Not many ideal spots about. Of course as ships got bigger it might be less suitable for cargo but as a future useful military base again? Of course we expect the future wars to be different etc etc. Whatever. End of the day its a highly suitable spot geographically so it should be reserved for that use IMO as you can't make somewhere else naturally highly geographically suitable while you can easily choose another site for housing.

I have always thought the waterfront elevation to be particularly unwelcoming ,would have fitted well at Alcatraz ,so anything else is likely to be an improvement.

The location was ideal when you had 40 cannons on board but the Dutch soon pointed out the flaws in the location.
Subs based there had 50 very exposed miles to cover before sufficient water to get the periscope wet.

As an aside,UK maps used to show a white blankspace in all of the Army or Navy locations in the Medway Towns.
At the the collapse of the USSR , loads of restricted documents came in to the the hands of the West including maps showing in great detail all the internal roads and buildings inside the dockyards.
They had better maps than the locals.

That's interesting. Soviet maps of Antarctica were one of the sources used in the early 1990s to compile the Antarctic Digital database (www.add.scar.org), but they were the least favoured source - the quality of the printing was diabolical! Bad colour registration, awful paper (only one step up from newsprint) and in many places a blatant copy of better material. Almost all of that material has been superseded by satellite data since then, but the reason we used it was because the Soviets were, prior to the compilation of the ADD, the only people who had produced a comprehensive map of Antarctica at 1:1,000,000 scale, the scale we were aiming at back on 1990. The ADD has advanced greatly since then, incorporating more detailed data as and when it became available.
